The abuse of power by Chris Breedlove Zoning Code Enforcement Chief, for the Department of Planning and Zoning
Is juvenile!

Recent events involving Chris Breedlove and Zoning Enforcement are not helping matters.
A month ago Mr. Breedlove recruited the sheriff’s department to “watch over” me without the permission of Ricky Cox. After the second officer came through the industrial park I stopped the officer and asked if there was something going on that I need to know about. His response was “you”. I was shocked to learn that Planning and Zoning had enlisted armed sheriffs department officers to watch me and potentially confront me should they believe I had “opened” the facility. A call to the Sheriff Ricky Cox by Brian Griffin and his wife immediately shut down the County Sheriffs Department acting as zoning enforcement officers. Sheriff Cox made it known that neither he nor his department have a desire to be zoning police and that he didn’t know the request was made by Mr. Breedlove to a lower level officer.

Two weeks ago on a Sunday we found a drone flying around all my properties in a very methodical way, this was not a child playing with a drone. It flew around each building, around and very close to the sediment control on the MMG Sports lot, around lot 8, the sediment control on Lot 8 and withing 10 feet of myself and my father. The drone then landed at a residence in Victoria Station. The drone flight was in violation of FAA regs for line of sight and for flight too close to an uninvolved person. Less than 24 hours later on Monday morning, Mr. Breedlove contacted DPW in an attempt to issue a stop work order on lot 8 for doing work without a permit. I did in fact have a permit and the work done is in exact compliance with that permit. Naturally this leads me to believe it was Mr. Breedlove flying the drone.
DPW has had staff on my job almost every day to inspect and document the very complex and expensive (around $600k) storm water management system. County officials through DPW see me and my job almost every day. I have hidden nothing, given my proximity to route 4, it would be hard to hide much of anything.
Given that county inspectors see my job every day, why would Zoning Enforcement be involved, with overtime funds on the weekend?
Just yesterday Mr. Breedlove sent Rick Stotler to drive around every corner of my property taking pictures of me, my staff and all of our work.
Mr. Stotler drove on the property of Rick Greer, my neighbor without permission to take pictures of the front. He then drove on the private road and property of Kelly Generator to take more pictures.
This is nothing more than harassment, a waste of tax payer funds and potential violation of private property rights.
To my knowledge there is been no public request by an individual for Zoning protection from myself or anything related to my project.
This has all the signs of a personal/political vendetta that Mr. Breedlove has against me.
Eight years ago I caught Mr. Breedlove trespassing on my property with a firearm in his possession. I simply asked that this not happen again, I did not charge anyone with criminal trespassing but I am sure this caused him some embarrassment in the office. Since then he has used his position to harass me and my projects.
